Every territories in the world have laws. On the air, on the land or even on waters like the sea. We should respect the law of each territories wherever we are. Sometimes we neglect to abide some laws mostly on the ocean or seas. The Gulf Coast Jones Act is an important law at the seas and we should always respect the law even without the enforcements around.
